I finally got this one so I'm ready to do it whenever. You have to keep doing quests from Koltira Deathweaver on the flying boat till you get "Need more Info". Which is a 3 person quest, but I was able to solo it.
After completing "Need more Info" you get this quest.

I think I am on the quest 'Need more info' right now. I will try to complete it soon(Friday Night or so) so we can all knock out 'No Rest for the Wicked.'
